[meta-sig] Catalog SIG?

What's the charter?  Who's the owner?  Once that's settled, Barry will
create the mailing lists and I will create the initial SIG directory
and home page.  (We looked at this as our first Zope exercise, but
decided we have more important stuff to work on first. :-)
