[PYTHON META-SIG] PythonWin-SIG Proposal.

Hi, everybody -- I'm back, married, and backlogged w/ email.  This
one, though, I wanted to get to quickly.

I _wholeheartedly_ (as opposed to foolheartedly) support this 
proposal, to the point that I'll guarantee several of the folks here to 
help out on the list, fielding newbie questions, etc.  We use Mark's 
stuff extensively, and I want to help him take it out to a wider audience.

P.S. Mark, I just downloaded the newest version, looking through 
it right now!
