Try downloading under Linux.  I've had this problem with downloading any
TGZ from Travis' site from a Windows browser.  It may be a
misconfiguration of the server.  

To Someone-In-The-Know:  Could it be a problem with Travis' .htacces file?

On a related note, I'm away from my Windows development environment for
the nonce.  Can someone else use mingw32 (or MSVC if you have it) to
compile up Windows binaries?  I'll put them up on the Starship.
