[MATRIX-SIG] NumPy-11

Numerical Python release 1.1 is now on ftp-icf.llnl.gov/pub/python.

NumPy-11.exe is a Windows 95/NT installer. It gives you a choice of
runtime-only or complete installation. It adjusts the registry entries so
that Python will be able to able to find the new modules.

NumPy-11.tgz is a tarred and gzipped archive. It also contains the sources
for the Arrayfcns package which is something we might move into the
Numerical package at some point if people like it.

A new technology, the joint work of Konrad Hinsen and David Ascher, allows
even dummies to make from source on Unix or Windows/Microsoft Visual C++.
Naturally, there will be somebody's system out there for which it doesn't
work. Let us know. This version was tested on Winodws with MSVC 5.0 + Visual
Dev Studio Service Pack 3.

CNRI, you can set up pointers to this stuff on www.python.org and then
announce it.
