As far as I know, in the Debian package, $prefix is /var/lib/mailman,
but there may also be a symlink from /usr/lib/mailman/Mailman to
/var/lib/mailman/Mailman.

If that doesn't help, try

locate mm_cfg.py

or

sudo find / -name mm_cfg.py
