[Mailman-Users] members_posting_only default

Is there a way in version 2.0.10 to set the default for posting to member only
in mm_cfg.py? It says:

#Make it 1 when it works.
DEFAULT_MEMBER_POSTING_ONLY = 0

I assume that means that it will be possible in later versions. Is it working in
version 2.1?
