This is possible, if painful, under Mailman 2.0.* (you'll have to
write some custom with_list scripts to handle the updates, and then
also disable the PW change fields from the web UI).

Instead I'd recommend looking to Mailman 2.1.* along with an
external data store (eg SQL or LDAP) for your membership rolls.
Much simpler, much cleaner, fewer/no synchronisation problems.
