Do the two lists actually exist?

If this is cPanel, the list in regular_include_lists needs to be the
cPanel list name, e.g. active-members_domain.com at domain.com.

Similarly, if this is some other modified Mailman where the list's
internal name is not the same as the local part of the list posting
address, the local part of the regular_include_lists entry needs to be
the list's internal name.
