This capability already exists. Just set
bounce_you_are_disabled_warnings and/or
bounce_you_are_disabled_warnings_interval to large numbers.

For example, if you want Mailman to send weekly notices to the bounce-
disabled member, leave bounce_you_are_disabled_warnings_interval at its
default of 7 and set bounce_you_are_disabled_warnings to 1,000,000 and
the member will remain on the list with delivery disabled for 7,000,000
days or over 19,000 years assuming nothing else changes in the mean
time.

Or, if you don't want periodic notices, set
bounce_you_are_disabled_warnings_interval to10,000,000 and
bounce_you_are_disabled_warnings to anything > 0 and the member's
delivery will be disabled and a warning sent when the score reaches the
threshold, and no further action will be taken for over 27,000 years.
