Mail with the following text: Måns Öhrström

Will not be archived on the list archive (via
Pipermail). No warning or errors are generated, nothing
in the logs to show the failure (that I could see).
Converting the special chars to the approximate letters
"Mans Ohrstrom" allowed the mail to reach the archive.

There is a bug in this area in the 2.1.7 release, but it
will log an error and shunt the message (1395683)

I suggest you get the 2.1.7 final release and apply the
cumulative patch (1405790)
<https://sourceforge.net/tracker/index.php?func=detail&aid=1405790&group_id=103&atid=300103>
or update to the latest CVS and see if the problem still exists.

Also note that if it is bug 1395683, an htmlized message
would have been created at
archives/private/LIST_NAME/yyyy-Month/nnnnnn.html, but it
would not be linked from any of the html index files.
