Summary: RFE - Check for Welcome Responses

Initial Comment:
Mailman should filter out replies to the Welcome message.
This happened on the Fedora User list - a new
subscriber accidentally sent the welcome message -
including their password - to the list.

It shouldn't be *too* difficult to check for that and
filter those kind of blunders, so that password are not
disclosed to everyone.
