Summary: Max KB of body not filtered when approving nonsubscriber msg

Initial Comment:

When tending to admin requests to allow a post by a
non-subscriber there is no indication of the size of
the message or if it violates the "Maximum length in Kb
of a message body" setting.  If the message is allowed
there is no additional check to verify the message body
size and the message is sent to the list regardless of
byte size.
