summary:
  Update test_codecs to v2.7
Added skips for test failures relating to UTF-32 (issue 2000), IDNA and asian scripts (issue 1066)
but not for UTF-7 and UTF-16 (existing features). test_codecs scores fail/error/skip = 4/4/45.
