I'd be perfectly happy to see it in the GAC, at this point.  It would just have to coordinate updates without littering the GAC with weekly versions, even if it means the runtime dependency is actually handled at runtime instead of compile time.
 
As for being part of the framework -- I hope not, at least not beyond parts of IP being elevated to the framework.  Updates every other year would not be good for IP, which IMO should remain flexible enough to release on CPython's schedule in addition to its own.  Thankfully, you don't have to be part of the framework to be part of the GAC.

It is a sign of the relative immaturity of IronPython that its developers (correctly IMO) are not willing to do the extra work involved in installing in the GAC.  Someday, IP will be in the GAC (or part of the framework).
