[IPython-dev] Cython magics crashes test suite when cython not present

Brian, I'd mentioned it in review but we forgot about it at the end...
 We missed a bit of isolation for the test suite with the new cython
magics...

The fix is pretty easy, it's a simple matter of adding an exclusion in
iptest.py like the ones for curses or the other optional libraries

Just pinging here in case someone can quickly do it before tomorrow
(crashing to bed now).
