[IPython-dev] Emacs/Vim keybindings in the notebook

I am probably +0.5 on keeping all shortcuts within the existing Ctrl-m
scope for the sake of uniformity.  In my mind, this is part of the
problem with vim/emacs bindings - to really do them correctly, you end
up interfering with the browsers shortcuts.
