First thing, Please don't reply to digest emails.

Coming back to your question, you are open to submit proposal, but all
the things required for your project needs to be brought by you.
If people would like to join your project, so either those folks have
to bring there own hardware to participate or you give it to them.

Organizers would be responsible for internet and the space. Also, from
my prior conference experiences, don't even rely on internet and carry
your own internet device and a power strip.
