[Inpycon] Suggestions for the Keynote Speaker

Just to throw this in the mix, since PyDelhiConf invited a member from
CERN, we were offered to try and talk to tim Berbers Lee for PyCon.

The reason for not bringing this earlier was I was not sure if he would be
a good fit cause I don't see him using much python.

+1 for Noufal and Anand B, both as Indian Keynote speakers.

There is no reason why we can't have multiple Indian Keynote speakers.
