[Inpycon] Mailing list guidelines/etiquette

Hi all,

I think there are many new people in the list, who wants to help
and contribute to the community. The mailing list guidelines/etiquette
presentation [1] from Shakthi Kannan should be a nice start for them.

This is always a nice read for the long timers too.
