[Inpycon] PyCon India 2017 dates & venue suggestion

I think we can start from November 1 and cover PyCon India as 5 day
event till November 5. This way, it would be in just one week, and dev
sprints would happen on Sat-Sun.
IMHO, many folks come from different cities and plan their holidays
accordingly so as to join on Monday. I think having it from November 1
would solve the issue.

Do we agree here?
