[Inpycon] Suggestion for panel members for PyCon India 2015

I'm of the opinion that we should completely disable the public voting
system on funnel/junction. 

It's easy to game it. We might be able to increase quality by allowing
only people with tickets to vote but that would require some kind of
integration which, I think, we don't have yet.

Even if the voting system worked perfectly, the only thing it would tell
us was which proposal was most popular. That's not what the program
committee is trying to do.
