[Inpycon] Free pass for two youngest engineer

Hi Jaseem,

AFAIK, there's at least three scenarios here, which I view differently.

1) Permitting a parent to bring a baby or young child along during the
conference so that they can attend. For instance, one of my colleagues ends
up missing out on the conferences since she has to take her of her young
son, and we dont have child care facilities.

2) Permitting a young adult to attend along to gain exposure to the
conference. I personally think this is great. Whether we ticket these or
not is a separate issue to make a call on.  It might be appropriate to
charge just to cover the cost of food, or to see if we can get a sponsor to
cover some of this. Also, I think Sankarshan has a relevant point in case
there are age appropriate components of a conference - for instance, a
social event, or possibly something regulatory where they must attend with
a parent or guardian

3) Permitting a young adult to present. I personally think this is great as
well. However, I think that the primary criteria ought to be their content.
I think the other point being suggested is that  we need to be careful
about the precedent that gets set if youngest is the criteria, since
there'll be one of those every year and we'll need to invent more criteria
then.
