[Inpycon] Lightning Talks @ Pycon India

One of the challenges we've had with the previous Pycons has been getting
submissions organized for the lightning talks, and spreading the word about
it.

I'd like to propose that we run lightning talks at Pycon through the Funnel
with a lightweight approach that still keeps things informal.

* Anybody attending can submit a talk via the funnel (just titles will
suffice - no detailed descriptions needed)
* All talks are 5 min long
* Talks can be submitted anytime, including during the conference.
* At the start of the lightning talks, the organizer will review the list
and call out the names.
* In case a topic is interesting enough, people can get a conversation
going about it in the funnel - and consider taking it to an open space.

How does this sound?
