[Inpycon] PyCon India CFP now open

[me kracekumar]

We should mail previous year speakers and talk proposers about this year's
CFP. We need a mailchimp account to do that.  Also write to companies who
use python about CFP.

Inviting companies for CFP doesn't guaranteed selection.

I can take this task. Thoughts?
