Judging the requirement based on the write-up may be the best way to
help deserving students to come attend the conference.

Just because someone is from far away does not mean that he/she cannot
afford the travel, and such a criteria will not ensure that the
deserving gets the grant. Someone closer to Bangalore might still not be
able to afford the travel, but may be more deserving.

I am not sure about the programming competition suggested by some
either, because then the intention for the grant shifts from helping
students who cannot afford the travel, to one about skills alone, and
may be biased against newbies. This could be a good marketing tool for
the conference, but should not be substituted for a student grant program.
