[Inpycon] PyCon India Website for 2014

I've seen the volunteer effort in 2011 and 2012, and realized this fact
that our community lacks good designers. We have looked around for Months
for a volunteer designers. But couldn't get anything good. Result: none of
us really like the designs for those years. In 2013 we took help from
actual designers, result: (almost) everyone loved the website design.

We have enough time to get help from a feasible good designer. I'd suggest
we do that.

It's fine if we decide to go with volunteer effort. But If we decide that,
I'd suggest asking the enthusiasts to submit a sample design first and let
everyone vote on the design. Design is not like code. Even crappy code that
gives output might be acceptable, but a crappy design that shows all the
desired info is not.

Again, I'd suggest getting a pro designer.
