[Inpycon] Offline Payment disabled

Hello Everyone,

Offline payment has been disabled due to some of the issues we were facing

1. People were making offline payment when the workshop tickets were
already been sold out. And doattend doesn't allow to cancel the only
workshop ticket instead the whole order has to be canceled.

2. Off the 100% registered orders through offline payment, only 10-20%
people turned up for payment, and the rest of the orders had to be
canceled.
