[Inpycon] Startup Row: Eligibility Criteria

What Constitutes an Eligible Startup ? The discussions so far has yielded:

0). Should Be using Python as a Core Technology in their startup.
1) Should Be less than 10 members in size.
2) Should Be Less than  3 years old.

Request you to add on to the list if there is a criteria that would make
sense here.
