[Inpycon] 2011 arrangements

hi,

we have started the venue search on chennaipy at googlegroups.com. Since
this is preliminary collection of information we did not want to clutter
up the main mailing list. However, those of you with connections to
Chennai are welcome to join chennaipy and contribute to the discussions.
Once a few proposals are put up we will come to this list for a debate
and decision. A checklist is here:
