Well, I am normally +1 on this Chennai, but I have a request, can you
do it for 2 years?  The US pycon happens this way for few reasons like
(Hotel registration) and 2nd time familarity for visitors.

We can adopt the way, like with first year's experience could prove
helpful during the second year. 

Bangalore could do it again, but given enough enthu from Chennai
folks, it is okay for Chennai to host PyCon India 2010. 

Few thoughts.

1. Let it be towards year end. Please don't hurry up.
2. Think of the 2 year request.

And yeah Delhi's bid comes in too from Gora, but it should be PyCon,
otherwise at Delhi freed.in can always have a cohost of python
specific topics.
