Just cooked up one. I'm not really a graphics person or a reportlab
expert but this is serviceable and can be altered to be aesthetically
pleasing.
The code and images are at at
http://github.com/nibrahim/Random-hacks/tree/master (in the pycon
directory).

A 'pngified' version of a sample id card generated using this is attached here.
