[GSoC-general] Finalize those proposals!

Quick reminder: applications are closing in a few days and Google will not extend the deadline for any reason. So now is a great time to go in to https://summerofcode.withgoogle.com and make sure you've got a complete proposal and that you've marked it as final. We can't accept anyone who doesn't have a final proposal on the system when it closes!  

Don't worry, you can still edit your proposal up to the deadline if you need to!
