[Expat-discuss] Cygwin includes expat-1.95.3

I hope it's easy to update to 1.95.4 when it comes out (hopefully this
week).  Some fairly serious bugs have turned up in 1.95.3, and those
are fixed in 1.95.4 (along with a handful of smaller bugs).
