Summary: Parsing valid external DTD fails.

Initial Comment:
Parsing the following DTD using the 
XML_ExternalEntityParserCreate call
fails with "syntax error" on line 182 column 51.

I've commented out the "<?xml ... ?>" declaration 
on line 8. Otherwise the entity declararion and
entity reference on line 182 appear correct.
