Summary: XML_SetReturnNSTriplet&element trouble.

Initial Comment:
Using XML_SetReturnNSTriplet to get the element 
handler to return the element name in the 
format "url|name|prefix" doesn't work. Only attributes 
are laid out in the "url|name|prefix" format when 
triplets are enabled.

Only storeAtts seems to be using the variable 
ns_triplets which is set by calling 
XML_SetReturnNSTriplet function.
