Summary: make install fails under cygwin

Initial Comment:
Configuration and compilation for expat 1.95.1 and
expat 1.95.0 seems to work fine under cygwin. However,
after executing:

> ./configure
> make

Running 'make install' fails when it attempts to
archive the libexpat.a file using ranlib.

This appears to be a problem with the toolset under cygwin, 
rather than anything that Expat is doing. We did not create 
the .a file and we did not supply the ranlib program.

If you can isolate a fix for Expat, then we'd be most 
obliged. Until then, I cannot see what to "fix" in our 
scripts.
