[EuroPython] Version 0.0.1 of CFP announcement

This brings up a semi-obvious point: we don't have a track manager for 
the tutorials.

Who can run the tutorials?

We need to set a deadline: if we don't have a track chair for this by a 
certain date, we drop tutorials.
