[Edu-sig] OK, time for 2.4

Thank you Gregor.  I am not used to the idea that the dialect, pegged to a
feature set and syntax, gets identified inside of later versions.  Now that
you point out how and why this makes perfect sense, I'm quite satisfied with
that thinking.
