[docs] Hi all, I want to translate Python 2.7's doc to Chinese, what shall i do?

Hi all!

 I like python, it's simple and easy to use.  I want to translate Python
2.7's documents to Chinese, so lots of Chinese can know it and learn. I
wander what shall I do next? Is there somebody i should report for? thanks.
