[Doc-SIG] Setting python-docs-zh-tw's Default Branch to 3.7

Hi,

This is Adrian from the zh_TW translation team, for the sake of simplicity
for newcomers who wants to contribute to the translation through GitHub but
not that skilled at git nor GitHub, the process could be easier if our
default branch is set to 3.7.  Asking for someone with permission (maybe
Julien) to help us change our default branch to 3.7.  Thanks so much!
