[Doc-SIG] translations coordinator

Hi all!

I'm Bajusz Tamás (aka gbtami or btami) from Hungary.
I like to be the hungarian translations coordinator.
I'v raised this on hungarian python mailing list before and they seem to
accept it.

It's not imported to transifex or github yet.
