[Doc-SIG] Release strategy

Hi,

I see the last release will soon be a year old and the website says
the CVS snapshots are potentially unstable, so I wonder what people
think about a new official release 0.3?

At least I'd like to be able to use the HTML fragment rendering di-
rectly instead of pointing people to a CVS version to install or de-
ploy a patch myself.
