[Doc-SIG] Docstring Processing System release 0.3 posted

Release 0.3 of the Python Docstring Processing System (DPS) has been posted
to the web site, http://docstring.sourceforge.net. Quick link to the
download:

    http://prdownloads.sourceforge.net/docstring/dps.0.3.tar.gz

Lots of progress has been made, driven by the reStructuredText parser. The
project files are now accessible via CVS; I will be making regular checkins.
Thanks to Garth Kidd for his pushing and prodding.
