[Doc-SIG] Version 0.3 of quickref

I've just uploaded version 0.3 of the "quick" reference:

It's still not terribly "quick", but I think it is now more of a minimal
reference. I've included my understanding of the additional
hyperlink/footnote capabilities, as discussed recently.

Two things - the reason the earlier version didn't just use the reST
text for inline markup description was that I was working from an
earlier version, which wasn't as good (it now does, albeit slightly
reformatted).

Also, David said:

For the sake of "fewer cases to remember", I think that it should be
allowed to leave out blank lines between definition list items. I've
deliberately made the quick ref silent on this matter...

Let's hope I'm getting the hang of this now, and thus have fewer bugs in
the spec!
