[Doc-SIG] auto-numbered footnotes

For consistency's sake, I think that anonymous auto-numbered
footnotes should be defined with ``.. _[#]`` and referred to
as ``[#]_``.

No matter how pretty the empty version is, the number sign mnemonic
is too useful.
