[Doc-SIG] Platform dependency annotations for module docs

  I have a preliminary version of platform dependency annotations for
the module documentation working.  There are a few things that still
need to be worked out, but I should be able to check in this version
on Monday (I don't have enough time to work out the checkin message
before I have to go for the day, or I'd do it now).
