[Distutils] PEP 517: Build frontend responsibilities

I have attempted to implement prototype machinery here
<https://github.com/pypa/pip/pull/4589> and here
<https://github.com/pypa/setuptools/pull/1039>, but it's been widely
ignored IHMO because as Thomas said, the spec keeps changing.
