[Distutils] New Documentation URL for pip and virtualenv

when there's a top page, let's be sure to list the "Python Packaging User
Guide" as well, since it's a pypa project, although it has a home currently
on python.org.
btw, for people who don't know, the PPUG has a project listing page:
http://packaging.python.org/en/latest/projects.html
it cuts a little broader than pypa.
