[Distutils] where should one download distutils2 from?

I need to fix http://bugs.python.org/issue13463 before releasing a4.
Time/work/health/material (i.e. my Windows VM doesn’t start so I
can’t test, the server I use for SSH tunnels is down) constraints
have delayed me.
