I think we are through with this, I'll send a mail to python-dev later
today, proposing the PEP.
(minor typo/editing tasks are in progress but I think the PEP is now
in a good enough shape to be pushed in python-dev)

Then I propose to focus on the installation schemes details (pycon
sprint + sysconfig work etc..)
and build a new PEP out of it :)
